For the purpose of this ordinance, certain words and terms used herein shall be defined as indicated in the following sections. Terms not herein defined shall have their customary dictionary definitions where not inconsistent with the context of this ordinance. When used in this ordinance, the word "shall" is always mandatory and never discretionary nor directory. |
